Growth On Holly Bushes

We planted Royal Family Holly bushes last summer and now see a growth on them which we feel is a problem. Can you identify what this is and the solution?

Hollies are normally evergreen, so I believe those are leaf buds getting ready to bloom. Your plant may have been drought stressed and dropped leaves. Be sure to give it adequate irrigation.
