Garlic is known as a “heavy feeder” when it comes to nitrogen, so yes, urea can be used as a nitrogen fertilizer to supplement garlic’s growth. Whether the difference is drastic probably depends on the initial nitrogen content of your soil- if you start out with low nitrogen the difference would be larger than if these is already moderate nitrogen content in your soil.
