Growing Tulips

How to re-plant tulip bulbs I dug up now (early October)? They have a lot of roots and tips seem to be already growing. Do I dry them up and replant in week or two? Do I remove those roots?

    I would replant them now as they are. Do not remove the roots or any growth.
