Is it possible to grow Pagoda Dogwood in a container?

You can grow any tree in a container, but it becomes a question of if you can provide the room and the water it needs when growing in a container. Pagoda Dogwoods do tend to stay smaller and they are used in bonsai culture, so it should respond well to root pruning and other pruning, should it ever get to large.

They grow slowly at first, so I think even without having to prune, you should be fine growing it in a large container for a few years.
