Growing Tomatoes from Seed

Question

My tomato seeds came up within a 5-day period and are about 3 weeks old. They get to 2″ tall and stop growing. What am I doing wrong? I have fed them Miracle Gro, and they are in my washroom under a fluorescent light all the time.

Are they falling over or dying? It could be that they are dampening off.
