Q.Growing roses from a stem

I’m doing the potatoes method from my rose Bush for my sister. Do I remove the flower too, or just lower leaves?

Remove the flower. The rootless cutting can not sustain it and it puts added strain on the cutting. You want it to focus solely on roots.
