Growing My Own Plants From Seed

I want to start growing my own plants from seeds indoors, like tomatoes, Swiss chard, etc. What type of light should I use? I see Walmart has a light fixture that holds two t8 bulbs 4 foot for a total of 25 dollars. Would that work?

I started many seeds with just what I call a shop light (florescent bulbs). The lights need to be adjustable so that the lights can be hung closely to the seeds/plants but raised as the plants grow.
