Growing lights indoors

Good day
I live in south africa its kind of cold on and off I have some planted herbs and some vegetables I would like to know if I need to get some growing flourescant lights for when there is no sun.
I have planted tomatos and some lemons as well which I know needs lots of sun.
Please help im a beginner

Most vegetables and Herbs need a full sun location to grow and produce.

You can add artificial light to help them.
