Growing Crepe Myrtle

I have a crepe myrtle (deep red) that is about 4-5 years and is not growing or producing many flowers. I water with Miracle Gro, but it is about the same height as when I bought it. What could be the problem?

It could simply be a lack of phosphorus in the soil. Using a phosphorus rich fertilizer or adding bone meal to the soil should help with this.
