Growing Cauliflower and Broccoli

Could you please tell me why my cauliflower and broccoli sprouts grow to between 5-6 feet tall? I am not getting much yield, as everything seems to go into these massive stalks.

It sounds like the soil has too much nitrogen. have the soil tested, and add some phosphorous to offset the nitrogen.
