Growing Bell Peppers from Seed

Question

How to start and raise bell peppers (all types and colors) from the seeds in the peppers? How to handle these seeds and plant so as to have orange, red, yellow, and green peppers all the time without having to go to the store and pay insane prices?? HELP and thanks in advance.
