Growing Beans

Question

I planted my beans about 2 weeks ago and so far only have about 6 plants that have broke through. It has been quite rainy and wet for this week and I wonder if I should replant. Also, I soak my beans overnight and have quite a few seeds left. Can these seeds be planted now or should I buy new? Thank you.
