Q.Ground cover

I live in a northern suburb of Melbourne and don’t want grass as a front yard. I want to plant a ground cover that will grow to about 300 to 500 mm tall above the dirt. I want something for my two cats to be able to walk in and to seek cover (from the street, and other passing cats or dogs), and even sleep under. I really like LUSH BROAD GREEN LEAF PLANTS, but as the front yard faces north, the plant will have to be very hardy as it will face penetrating summer suns. Does anyone have any suggestions or I am I looking for the impossible?
