Ground Cover

Want a ground cover that looks like pebbles. (Saw it on tv)

Could it have been pebbles? The only living plant that I can think of that looks like rocks are lithops, and they are typically grown in a rock garden or container, not over a large area. I've included some other groundcovers as well.
