Q.green worms eating peonies

What can I use to get rid of whatever larvae may be on the plant before it blooms and the buds try to open? It’s like the worms eat the buds from the inside. Help.

Without knowing the exact insects or caterpillar that are eating your buds, I would recommend a treatment with a Bt product.
