Green skin on potatoes is caused by exposure to light. Green potato skin may be caused when a potato is stored in an area that is well lit, or when the potato is grown too close to the soil surface–as in your situation. In addition to tasting bitter, green potato skin is toxic, so do not eat it. You can, however, safely peel the potato skin off and fix the potatoes as usual.
