Green Peppers

I live in Toronto, Canada. In the past four or five years, my peppers have had a white-colored worm inside, about 1/4-1/2 inches long. There is no hole of any kind that would indicate an entry point. In fact, the peppers look perfect from the outside. My guess is that some kind of insect is laying its larva in the flower before the fruit comes out, and then it grows into worms inside as the pepper develops. Others I have talked to in different parts of the city have experienced the same thing. Please help, as at times the whole crop is lost.
