Green netting under moss

I was removing moss in my lawn and found green netting. I want to reseed these areas. Do I need to add topsoil over the netting before I seed?

I have linked you to an article below which discusses the purpose of lawn netting and how to use it. Since your netting is already in place, you will probably want to shovel 4 inches of soil over the mesh and rake it out evenly. Then plant your seed as usual.
