I have a dessert grape that has bee neglected and recently pruned back and retied to new framework. My friendly neighbour garden did the work and suggested the grape may have a disease and he showed me a cut stem with a stain, bluish purple going brown. Is he right?

Yes. This can be treated, easily with wettable sulfur and dolomitic lime. This will take out the infection, and repair the soil pH after this is done.
