Grape vines sending up new shoots from the ground and no leaves on old wood

What am I doing wrong? I can’t get the old vine to leaf out and fruit. Each plant keeps sending up new shoots at the ground.

It is necessary to prune the old wood to force the vines to branch and keep them healthy.
