My grapes are in need of a few more weeks to ripen. Should I cut the vines that have no fruit off or leave them? Are these vines taking the water away from the fruit or not?

I would leave them. They are taking some energy from the fruit, but if you prune them away, you are opening the vines up to disease. The cost of pruning the vines away does not outweigh the benefit.
