gladiolus won’t produce flower stalks

I planted gladiolus corms about 3 years ago. The leaves come up every year but there have been no flower stalks at all. The leaves are so thin and tall they fall over. I tried staking them but still nothing.

Here is a link to proper care and growing conditions of Gladiolas.

Soil condition and proper light may be the place to start.

How deep the bulbs are planted may also be part of the problem.
