It could be a nutrient issue, such as too much nitrogen and not enough phosphorus in the soil. I would get your soil tested to know for certain, but in the meantime you could try adding some additional phosphorus-rich fertilizer or bone meal to the soil around your plants. This will help encourage more blooms.
