My ginger plant in the house is about 3′ -4′ tall, two spikes. I have them tied to the ceiling and window. Can I cut about half off of it? I also have a new shoot that is about 2″, just coming up.

I am going to assume you are growing a shell ginger plant.

Dead and damaged leaves are pruned in the spring.
In zone 9-10 these plants can grow 9feet tall.
Cutting them down will not work to control the growth and will remove the flowers, as you should prune of cut the stem after blooming. Once they bloom, that cane dies.
