Getting a damaged orchid to flower

I rescued a phal orchid recently which my neighbours dumped when they moved. It only had one old leaf intact, all the others were badly burned and very damaged. I repotted it into new orchid mix, pruned all the damaged leaves off and just left one leaf. After several months on a bright windowsill it has put out a healthy new leaf and a new external root, but now I would like to try to encourage it to flower. It is mid winter here in Australia. Any suggestions? thanks!
