Q.Garlic Grown Over Winter Months

Planted garlic bulbs in the fall. Covered them with straw. Because of the
warming and cooling of the temperature, getting green tops thru the straw. My question is- should I cut back the green tops before winter sets in and freezes everything? Please advise.
