Yes, the general information applies. Although there are some articles and some Q & A issues that are specific to a geographical area. This should be obvious from the context of the discussion.
The biggest distinction will be the “plant hardiness zone”, which refers to plant tolerance for cold temperatures. So be sure to note your climate extremes and relate that to any reference to “Zone”. Yours may be 5a to 6b.
