Gardenia Bushes Are Not Bushy

I live in southwest Florida where we have a lot of humidity and sun. I had a new house built and I planted gardenia bushes along the north wall. It gets sun but not all day. My bushes are very stalky- not many leaves. I had a gardenia before at my other house and they were full of leaves, very bushy and grew quite well. I fertilize and water the same. What can I do to improve my bushes? Do I need to cut them back?
