Do gardenia bushes come back the following year?

Yes, gardenia shrubs are evergreens and come back year after year provided they are grown in the proper conditions. For instance, these shrubs do not like it too cold; therefore, in northernmost regions, gardenias should be grown in containers and brought indoors for winter.
