Garden Pests

I have discovered a minute flea-like insect (not flea beetles) that appears to be in the soil around the base of a range of my plants. These little pests appear to attack the roots so the plant fails. If you disturb the soil around the base, it is alive with these creatures. They seem to jump rather than fly. Vine weevil treatment helps but only short term. What are they and how can I get rid of them?
