Garden pests

I try to grow things organically using diatomaceous earth for garden pests. I have something eating everything and the DE doesn’t seem to be controlling it. I believe they are leaf roller worms. I had this problem last year. Can I get something besides a chemical pesticide that will control them? Any help will be appreciated.

Yes, I do recommend neem oil. This should be applied when it is cloudy, or in the evening since it can burn plants while in full sun. There are many other things that you can do, as well.
