Do they need to be cut back to 1 inch in spring?

Prune in early spring before the new growth appear.
Cut off all the dead and broken branches.
Prune any branches that cross over another.

Prune for shape.

Pinch back new growth to create a busy plant.
Dead head the spent blossoms throughout the growing season.
