Q.Fungus or Eggs?

I have an area where there are a bunch of tiny white balls that eventually get holes in the top of them and then the balls turn black. Just curious about whether it’s a bunch of eggs or some kind of fungus. It’s in a dry bare area where we had a tree removed last year.

It sounds like a pest egg, but we would like to see the picture to be sure and to identify the pest. If you can send the picture back attached to this email, that would be great.
