Fungus on Hibiscus

What is the white fuzzy fungus or mold on the leaves of hibiscus, which spreads to the wet, even dry, ground but rarely to other plants? The pieces of it (spore?) fly everywhere when the plant is hosed. The mold does appear to stress most of the plant, but not the healthy un-molded front of it. Wet or dry, this stuff won’t go away. How to get rid of it?
