Q.Fungus In Soil

My garden has become over run with this fungus which is dense and 2-4″ thick under about 1-2″of soil and was mulched with wood chips over the winter. I don’t think new plants would grow in it. Regardless, I would like to know how to get rid of it. Thank you ‘

However, if you think there's a more serious problem here, you may want to take measures to eliminate it, including soil testing:
