Now through November is a good time to plant the redwood and evergreen trees, if you are ready to go. That way they will get a start developing a root system during the wet winter and spring (at least we hope it will be wet to some extent and not droughty again). Then they will do well with new growth in spring and summer.
The next best time is in March, early spring, or even April. And that will be best for the mulberry because it will be dormant during winter.
