My Marjorie Seedling Plum (on medium stock), 2 James Grieves Apples (on dwarf stock) & Conference pear, all have 2 or 3 branches where the leaves & blossom have appeared later than the other branches & have remained tiny not developing.

When a late season cold snap fries the foliage, new leaves will emerge to take their place. In the event tree branches suffer dieback, you may cut back dead limbs to healthy growth to improve appearance.
Give the trees more time to fully leaf out and then make pruning decisions.
