Fruit Tree

I discovered there are white spots on my fruit tree (Logan tree)mostly on leaves and even on the branch. I had tried to eliminate them by cutting out leaves and even cut off a tree limb (very labor intensive). Unfortunately “these white spots” return. I prefer non chemical use for now the tree is loaded with fruit. The harvest will be in late Sept.
Please advise.

Looks like Scale.

Neem Oil is a good organic treatment. Neem Oil is safe for people, pets and Bees.
