Frost Damage

I have a Eucalyptus tree several years old and now about 3 1/2 meters tall. After the bad winter and frosts, I wonder if it is suffering frost damage. The leaves at top of tree are very pale in color and this is working its way down the tree. Leaves are falling off. Is this terminal or will it pick up?
