During the cold weather in Tampa in January we got some very cold days my Foxtail Palm which was planted about 9 months ago all the fronds turned brown and the one shoot that had come up also turned brown will the tree come back? Also when the nursery planted it the roots were exposed is this a problem because of the cold.

Yes, this could be fatal. Be patient. Prune the dead growth after it warms up a bit. There is not much you can do to help it out, but time will tell you if it is still alive.
