fox tail palm

We have a fox tail palm in our front yard and I love the fact that it is self cleaning. We have one shoot that has never opened. Its been like 2 years. We have had other shoots that have opened but this one seems to be dormant. Can we cut it out or slice it to open it up? Also there are brown tips on some of palms. Any help/info would be appreciated.
