Can you buy bulbs this time of year to force, or are they generally only available in the fall?

You can, but you will want to look for bulbs that have been "pre-treated" to be forced. Otherwise, you will need to pre-treat them, and by the time they are pre-treated, the flowers outside will be blooming.
