Q.Foliage On Hibiscus

I have a white blooming hibiscus (plant A in Photo). All the other plants I have observed in nurseries have a greater thickness of foliage as in plant B photo. Is there anything I can do to encourage a dense foliage on the plant A?

You will want to test the soil in that area. It could be that there isn't enough nitrogen in the soil. You'll want to feed according to what a soil test says is deficient. Outside of that, good care, proper pruning, and full sun will ensure that it looks its best.
