Q.foliage clipping flowers/fruit
How soon after bulb’s bloom dies (daffodils, tulips, etc. ) can you clip back the foliage? Same question for strawberry plants after fruiting is complete.

It is best to leave the foliage rather than cut it back as the plants, with exception to strawberries, rely on their foliage for making enough energy for next year's blooms. Therefore, I would recommend letting the foliage die back naturally. As for the strawberry plants, you can cut back the plants in late autumn.
