Foliage but No Blooms

Our hibiscus has lots of leaves but has not flowered for several years. We are fertilizing it as told. What else should we do?

It sounds like the plant has too much nitrogen. Cut out the nitrogen for awhile and balance it with phosphorus. These articles will also help:
