Q.flying leaf eating thrips

I have flying pest that eats the leaves of one of my ornamentals I is skinny and when landed looks like Capital T
I have sprayed the bush with thrips killer and has no affect
What is it, and how do I get rid of it

Try Neem Oil, it's organic and safe for people and Bee's.
You may need to make multiple applications.
