Fig Tree

Question

I have a fig tree that I cut at 6 feet in order to have more branches for more fruit. Branches came out only at the top. The rest are as tiny starts all along the tree but do not want to grow or come out. What should I do to push them out? (Tree spent winter time in home cause of weather)

The other question is how to start to grow a rosemary tree from an other one.
