Do the leaves of a fig tree drop off during a certain time of the year, giving the tree an appearance as though it is dead?

Yes, fig tree are deciduous and drop their leaves in fall/winter when they go dormant. If growing the fig in a container, especially indoors, water it about once a month until spring returns. Take it outside and resume normal watering and it will pop back to life. If the plant is outside, you shouldn’t need to give it any water, as normal rainfall/snow should suffice – unless the soil is extremely dry from lack of precipitation.
