Fig Tree Leaf Curls/Rolls Inward

Kadoata fig, 2nd year in ground, 5 feet tall, no other symptoms or bugs visible, and leaves are rolling inward so the outer leaf is exposed. Tried deep watering, no response, tried letting it dry almost and no response. The tree has leaf clusters at the end of branches only with lots of figs, but no growth along main trunk. Weird. . . we are located in Mesa,  AZ and protect our trees (with mulch, trunk paint, and shade cloth).
