Few Flowers, No Leaves

A friend asked me about a problem she’s having with an azalea. I don’t know about azaleas, as they aren’t supposed to do well here (Bell County, Texas). She has a bed with several shrubs and in the winter she gives them azalea food. All are doing very well except one. She described the problem as ‘it has no leaves and very few blooms.  I thought about fungus, but can’t find a description of a fungal disease with those symptoms. I also thought about insect pests. Can you give me some guidance to pass on to her?
